- Official name: Cameron County Beach Access No. 4 — "Access Point Number 4 (East & West) (Free Access-Beach Pocket Park)".
- Location: one mile north of Andy Bowie Park; lots on both sides of Park Road 100 (about 3.5 acres).
- Parking: 54 Gulf-side spaces (49 regular + 5 ADA) and 66 spaces on the west side of the road.
- Fees: free all year — one of the two county accesses with no fee (the other is Boca Chica).
- Amenities: ADA-accessible dune walkover with interpretive signs (built with GLO CMP funds, $180,533), portable restrooms, seasonal lifeguards/Beach Patrol, police surveillance; the county planned water/sewer for restrooms and rinse stations. The city's page calls Accesses 3–4 "free beach access parking lots with no amenities" (its wording predates the county's fee at No. 3 in season).
- Vehicles on sand / camping: No / No.
- Special use: Sea Turtle Inc.'s public Kemp's ridley hatchling releases are held here (6:45 or 7:45 a.m., announced on Facebook 5–7 a.m. during mid-June–early August); the group stresses this is the county access, not a city one, and that parking is limited.
